ABOUT PROJECT

Enhancing Development

Cultural centers in Lithuania are pivotal in driving many societal activities and fundamental cultural transformations within the country. Operating across various locations, their collaboration and coordination often become challenging and fragmented. There is a strong desire to make this collaboration effective and engaging, but the question remains: how can the process be structured?

The Challenge

How can the national system of cultural centers be improved and empowered?

The Context of the Challenge

Cultural centers, spread throughout Lithuania, play a crucial role in national cultural policies and regional development. This research project was initiated to realize their full potential in creating value for culture, society, and economics on both local and national scales.

The Approach

Strategic Document Analysis

We analyzed strategic documents to understand the policy context of the cultural center system.

Good Practice Analysis

We reviewed local and international best practices that inspired recommendations for concrete actions at the local level.

Workshops

We engaged a wide range of stakeholders, especially the cultural centers themselves, in structured discussions about their actual needs and ideas for system improvement.

Preparation of Recommendations

We analyzed all the gathered data, integrated the insights, and prepared recommendations for the governing bodies to utilize as needed.

The Insight

The importance of strengthening the public service structure lies in leveraging what already exists (not starting from scratch) and establishing collaboration between different ecosystem members based on mutual challenges and driving ideas.

The Change to the Context

Started the Dialogue

The structured and facilitated engagement process allowed stakeholders to view their work and its impact from different angles, facilitating a more empathetic and results-oriented dialogue.

Defined the Aim

The research and analysis enabled stakeholders to agree on the actions necessary for the desired change.

Framed the Process

The research findings and recommendations have contributed to the ongoing development of national cultural policies concerning the cultural center system. These findings and recommendations continue to inform decisions and tools aimed at improving the national system of cultural centers.
